Estimates of the State and Local Taxes Paid by Unauthorized Immigrant Households

Tax Day is an appropriate time to underscore the often-overlooked fact that unauthorized immigrants pay taxes. The unauthorized, like everyone else in the United States, pay sales taxes. They also pay property taxes—even if they rent. At least half of unauthorized immigrants pay income taxes. Add this all up and it amounts to billions in revenue to state and local governments. The Institute for Taxation and Economic Policy (ITEP) has estimated the state and local taxes paid in 2010 by households that are headed by unauthorized immigrants.

These households may include members who are U.S. citizens or legal immigrants. Collectively, these households paid $11.2 billion in state and local taxes. That included $1.2 billion in personal income taxes, $1.6 billion in property taxes, and $8.4 billion in sales taxes. The states receiving the most tax revenue from households headed by unauthorized immigrants were California ($2.7 billion), Texas ($1.6 billion), Florida ($806.8 million), New York ($662.4 million), and Illinois ($499.2 million) {See Figure 1 and Table 1}. These figures should be kept in mind as politicians and commentators continue with the seemingly endless debate over what to do with unauthorized immigrants already living in the United States. In spite of the fact that they lack legal status, these immigrants—and their family members—are adding value to the U.S. economy; not only as taxpayers, but as workers, consumers, and entrepreneurs as well.

Yesterday the legislature found $5 million for "border security" in a non-border county while still maintaining that we don't have the $1.4 million necessary to restore AHCCCS transplant funding this year. Even the Arizona Republic is appalled - and that's saying a lot. People like Pearce and Kavanagh have been leading the citizens of this state to a collective spiritual death like pied pipers for too long; it's not the "criminal aliens" we have to fear - it's the home-grown terrorists we put into the legislature who endanger what is dear to us the most: our children. We are teaching them to justify cruelty to their fellow beings.


I can't comprehend the sheer brutality of the Arizona state legislature - when are the voters in this state going to wake up? Those people are hardly working in our people's best interests - if they're willing to kill Francisco Felix and coach Tiffany Tate because the chances we can save their lives don't make the expense worth it (according to Rep. John Kavanagh), they'll do the same to the rest of us when the time comes.

The average citizen here may not be so ill-intended, but they're following their leaders like sheep these days - some with great enthusiasm, in fact - and it's having devastating consequences. The rest of the world is fighting for their freedom, while we're being ground down by more a oppressive government in Arizona at an alarming rate. The Tea Party is hardly about to protect us from tyrrany - they're not just innocent bystanders - they're among the chief perpetrators.


The claim "we can't afford it" when it comes to the People's needs holds no water in Arizona - the elite have effectively redirected resources from the poor to their own pockets through tax code changes and re-appropriations. There's plenty of money to expand the prison system, which we'll be needing to do soon since the state has one of the highest home foreclosure rates in the nation, and it's not getting better. Push even the best families to desperation and cancel their kids' or mother's health insurance, and you'll find economic crime go up for sure. Fortunately, the relationship between crime and poverty works the other way, too.


Apparently the AZ legislature doesn't know or care about how to reduce crime, though - the concept of evidence-based practice in the criminal justice profession has about 20 more years of catching up to do in Arizona, as we do in the areas of public health and mental health services out here (we're incarcerating ten mentally ill people for every one we hospitalize for their psychiatric symptoms - and when we do that they tend to be even further neglected and abused). This regressive, repressive state is more about social control and punishing the poor and deviant (that's me) than ever, in fact - they seem to seek vengeance and power throguh of their exercises of "justice", not community-building, healing for victims, or societal transformation.

Give me an "anchor baby" from Mexico over a self-interested sociopath descended from Anglo immigrants any day - at least those children and their parents would have the courage to stop at the side of the road and help my family if we were in trouble...and they don't tend to grow up to be Nazis.

Arizona Senate Committee Wastes Time and Resources on Misguided Legislation
Wednesday, February 23 2011 14:03 Legislators target all Arizonans with six sweeping measures instead of addressing state’s real problems

Phoenix, Arizona--Yesterday, the Arizona Senate Appropriations Committee passed sweeping legislation to put federal immigration enforcement in the hands of K-12 schools, community colleges, universities, hospitals, motor vehicles, police, landlords, and business owners. The 12-hour hearing where the six related bills were discussed was packed with community organizations, health professionals, business leaders, faith leaders and others who voiced their strong opposition to the bills.

The bills were passed despite more than 20,000 emails sent to Appropriations Committee members from Arizonans outraged at these widespread attacks on our state in the four days leading up to the hearing.

The bills passed yesterday by the Committee include:

SB1611-- “Immigration Omnibus” or the “Throwing Arizona Under-the-Bus” bill –Sponsored by Senator Russell Pearce, this bill is a 30-page, measure requiring business owners, police officers, apartment renters, school employees, and others to verify citizenship, notify immigration and in some cases, failure to do so could result in loss of licenses, certification or imprisonment.

SB1308 and 1309 – “Eroding Children’s Futures and the Constitution” bills. Two bills introduced by Senator Ron Gould to create a new Arizona Citizenship that excludes children born to parents in the U.S. without immigration authorization. The bills are an attempt to ignite a national legal battle challenging the 14th amendment of the Constitution’s recognition of birthright citizenship.

SB1407 and 1141 – “Schools as Immigration Checkpoints” bills. Two bills introduced by Senator Steve Smith that would require K-12 schools to report on the immigration status of their students. Failure to comply would result in loss of funding.

SB1405 –“Turning Health Providers into Health Deniers” bill. This bill introduced by Senator Steve Smith would require hospital employees to verify the citizenship of people seeking emergency and non-emergency medical attention and to notify immigration agents if someone cannot prove they are authorized to be in the U.S.

The following is a statement from Border Action Network’s Executive Director, Jennifer Allen regarding yesterday’s passage of these sweeping measures:

“Despite the many legislators who campaigned against big government on their election soap boxes, the Arizona Senate Appropriations Committee approved six bills yesterday that would result in big government prying eyes in hospitals, schools, community colleges, universities, motor vehicles, housing, and businesses.

These bills would negatively impact all Arizonans who drive or buy cars, rent apartments, hire employees, attend elementary school or community college, give birth, or get sick and seek medical attention. It’s ludicrous to think that if you want to share an apartment with a roommate or go to the hospital to give birth, you would have to prove your citizenship, but under these bills, such would be our state’s reality.

As Arizona’s $2 billion deficit continues to grow, the Committee responsible for appropriating our funds has approved increasing the cost burden on hospitals, schools, motor vehicles, cities and counties, and on business owners. These bills are a waste of our time, our money and our resources, and it’s time for our legislators to focus on making Arizona strong, and to implement the real solutions for our state and our children’s futures: health care, jobs, education and public safety.

This little tidbit about our own Tea Party Senate President-Elect, Russ Pearce, comes as no surprise to those of us who know and love him. Thank god Tancredo lost Colorado, by the way - at least there's one piece of good news coming out of the elections last week. JT Ready and his kin have a lot to celebrate in Arizona this year, though. The National Socialist Movement is coming back to the Capitol in Phoenix on Saturday November 13th, I hear - they'll be at the Federal Courthouse at 1pm for their rally and march...well protected by the boys in blue, I'm sure.

I may be too tied up with the real Fascists here to go out and play with them, myself, though. They all strike me as little bullies playing dress-up. Not that they're harmless - remember the River City Pool Hall Murder and other violence when Unit 88 was running amok here. Those are the kinds of thugs we should be keeping a close eye on for signs of trouble - not sidewalk chalkers and anarchists (both the neo-nazis and the good Senator...). Candidates Tied to White Nationalism Gain Ground in 2010 Elections

With 96 members as of 2010, the House Immigration Reform Caucus ^[1] (IRC) was founded by Tom Tancredo, a xenophobic politician from Colorado who passed the reigns to Brian Bilbray of California, another politician fiercely hostile to immigrants, after an ill-fated run for President in 2007. Bilbray is a former lobbyist ^[1] for the Federation for American Immigration Reform ^[2], an organization which is listed as a hate group ^[3] by the Southern Poverty Law Center for its ties to white nationalists.

Tom Tancredo’s run for governor of Colorado in 2010 was unsuccessful as well. He lost by a 13% margin to Denver Mayor John Hickenlooper. Bilbray (incumbent) won the California Congressional District 50 House Seat with 59% of the vote. All members of the IRC are incumbents of their Congressional Districts and most have been re-elected for another term. These include Rep. Steve King (IA-5, 66%), Rep. Louie Gohmert (TX-1, unopposed), Eric Cantor (VA-7, 59%), Vern Buchanan (FL-13, 69%), Michele Bachmann (MN-6, 50%).

Losses include Parker Griffith (AL-5, defeated in primary) and Lincoln Davis (TN-5, 38%).

State Legislators for Legal Immigration ^[4] (SLLI) is a coalition founded by Pennsylvania Rep. Darryl Metcalfe. SLLI which is the legislative arm of Federation for American Immigration Reform (FAIR) works closely with the Immigration Reform Law Institute ^[5], the legal arm of FAIR, to pass punitive immigration laws at the state level. Almost 50 members of SLLI – out of 70 – were up for reelection in 2010, a good number of which ran unopposed. A majority of SLLI members will be back for another term.

A well-known member of SLLI is Arizona State Senator Russell Pearce ^[6] (AZ-18). Pearce gained notoriety for being the public face of the controversial Senate Bill 1070, and is now spearheading attacks on the 14^th Amendment. Pearce’s is openly tied to neo-Nazis in Arizona. This ^[7] is a picture of Pearce in 2007 with a man named J.T. Ready. According to the Southern Poverty Law Center, J.T. Ready is a neo-Nazi leader in the National Socialist Movement.

IRC and SLLI, two groups with hostile views towards immigrants, have been flirting with white nationalists for too long. These election results show that voters are either unaware of this fact or indifferent to it, and that needs to change. This is not the time to bury our heads in the sand (like the ostrich) while white nationalists shape the debate around immigration. It’s time to get educated and proactive in the fight against xenophobia.

RESIST Prison Privatization now!

I get this strategy, but I think there are a lot better reasons not farm our people out to the for-profit prison industry. It's just plain unethical - it guarantees that human rights - be it prisoner health care, or prisoner, employee, and public safety. Frankly, we need to be emptying the state prisons of people who don't pose a threat to society; it's absurd how readily we throw people in the for economic or property crimes, and pack pothead kids in with prison gangs and murderers...

So, keep those arguments in mind when you call the governor, too, or the ADC is just going to get another huge infusion of cash (at the expense of kids and the poor) to beef up security in over-crowded facilities, not send anyone home. At the very least, they should work with the legislature and courts to cut loose the sick, dying, and innocent (including Bill Macumber) -and those who don't really pose a threat.

The Kingman escapes are just the latest for-profit prison nightmare to threaten Arizona.

SAY “NO!” TO FOR-PROFIT INCARCERATION!

The escapes from the privatized Kingman prison highlight continuing concerns about the management of state prison facilities by for-profit corporations. Arizona’s elected officials are suddenly expressing shock that such high-security prisoners would be held in a privately run facility.

Yet many of these same state leaders supported Governor Brewer’s budget that would have privatized entire state prison complexes—including high security units like death row and the supermax.

This piece of the budget bill was later rescinded, but the state is still planning to hand out lucrative contracts to these same for-profit prison corporations to build and run an additional 5,000 prison beds in Arizona.

Among the for-profit prison corporations bidding for the contracts is Management and Training Corporation (MTC), the company that manages the Kingman prison and has been widely panned for glaring security lapses that lead to the escapes.

Recently it was revealed that two senior members of Governor Brewers’ staff are lobbyists for private prison companies. But Arizona’s lawmakers have been drinking the private prison kool-aid for years. The Institute for Money in State Politics reports that private-prison interests — primarily lobbyists — gave $77,267 to Arizona candidates during the 2002 and 2004 election cycles. Republicans received nearly 90 percent of the industry contributions. Russell Pearce, then Chair of the Appropriations Committee, received the largest amount. No surprise, Pearce was the main sponsor of the budget bill calling for privatizing more prisons last session.

House Democrats are calling on the Governor to address the issue of prison privatization in the special session. Let’s add our voices to the chorus calling for the end of for-profit incarceration in Arizona!

What YOU can do….

Contact Governor Brewer and demand that she do the following:

• Put an immediate halt to all bidding processes involving private prison operators and a moratorium on new private prison beds
• Hold public hearings during the special session to address the problems with for-profit prisons in Arizona
• Enact other cost-cutting measures that not only save money but enhance public safety, like earned release credits, amending truth in sentencing, and restoring judicial discretion

Why Arizona should SAY NO to for-profit prisons:

1. For-profit prisons have histories of escapes, disturbances, prisoner abuses, financial mismanagement, and other scandals.

The Kingman escapes come on the heels of a riot at the same facility in June in which eight prisoners were injured. A prison run by Corrections Corporation of America in Eloy was recently on lockdown after prisoners from Hawaii rioted over an Xbox video game. When a staff member attempted to intervene, he was severely beaten, suffering a broken nose, broken cheekbones and damage to his eye sockets. The Bureau of Justice Assistance (BJA) found a significantly higher rate of prisoner-on-prisoner assaults in private prisons (66% more) than in public prisons. Inmate-on-staff assaults were 49% higher in the for-profits.

2. You get what you pay for.

For-profit prison corporations are primarily concerned about the bottom line and making money for their CEO’s and shareholders. The companies cut corners everywhere they can, but primarily on staff pay and training.

The result is a facility with high turnover rates, where the staff is inexperienced and the prisoners have nothing productive to do. Such a prison is unsafe for the inmates, the guards, and the surrounding community.

Finally, there’s no evidence that private prisons can do it cheaper. Maximus, an independent, reputable research firm, compared cost savings in Arizona's public and private prisons in 2006. It determined taxpayers were spending an estimated $1,526,289 MORE annually on two privately run prisons.

3. Less Transparency and Accountability.

For-profit prison companies are corporations doing the job of government without any of the checks and balances that keep government accountable to the people. In the case of the Kingman escapes, which occurred at 9:00 pm, MTC waited until 10:20 pm to notify The Mojave County’s Sheriff’s Office. Another 80 minutes elapsed before MTC notified state officials with the Arizona Department of Corrections. The media wasn’t alerted until mid-morning the next day, and thus the public was not informed about the dangerous escapees until that time.

There is an inherent threat to democracy when an institution with so much power over the lives of so many individuals is immune to any public accountability.

Man with neo-Nazi ties leading patrols in Ariz.

Minutemen groups, a surge in Border Patrol agents, and a tough new immigration law aren't enough for a reputed neo-Nazi who's now leading a militia in the Arizona desert.

Jason "J.T." Ready is taking matters into his own hands, declaring war on "narco-terrorists" and keeping an eye out for illegal immigrants. So far, he says his patrols have only found a few border crossers who were given water and handed over to the Border Patrol. Once, they also found a decaying body in a wash, and alerted authorities.

But local law enforcement are nervous given that Ready's group is heavily armed and identifies with the National Socialist Movement, an organization that believes only non-Jewish, White heterosexuals should be American citizens and that everyone who isn't White should leave the country "peacefully or by force."

"We're not going to sit around and wait for the government anymore," Ready said. "This is what our founding fathers did."

An escalation of civilian border watches have taken root in Arizona in recent years, including the Minutemen movement. Various groups patrol the desert on foot, horseback and in airplanes and report suspicious activity to the Border Patrol, and generally, they have not caused problems for law enforcement.

But Ready, a 37-year-old ex-Marine, is different. He and his friends are outfitted with military fatigues, body armor and gas masks, and carry assault rifles. Ready takes offense at the term "neo-Nazi," but admits he identifies with the National Socialist Movement.

"These are explicit Nazis," said Mark Potok of the Southern Poverty Law Center's Intelligence Project. "These are people who wear swastikas on their sleeves."

Ready is a reflection of the anger over illegal immigration in Arizona. Gov. Jan Brewer signed a controversial new immigration law in April, which requires police, while enforcing other laws, to question a person's immigration status if officers have a reasonable suspicion that the person is in the country illegally.

But Brewer hasn't done enough, Ready said, and he's not satisfied with President Barack Obama's decision to beef up security at the border.

Pinal County Sheriff Paul Babeu said there haven't been any incidents with the group as they patrol his jurisdiction, which includes several busy immigrant smuggling corridors. But Babeu is concerned because an untrained group acting without the authority of the law could cause "extreme problems," and put themselves and others in danger.

"I'm not inviting them. And in fact, I'd rather they not come," Babeu said. "Especially those who espouse hatred or bigotry such as his."

Law enforcement officials said patrols like Ready's could undercut the work of the thousands of officers on duty every day across the border, especially if they try to enforce the law themselves in carrying out vigilante justice.

Ready said his group has been patrolling in the desert about 50 miles south of Phoenix, in an area where a Pinal County Sheriff's deputy reported he was shot by drug smugglers in April.

Bureau of Land Management rangers met Ready's group during one patrol, and they weren't violating any laws or looking for a confrontation, said spokesman Dennis Godfrey.

The patrols have been occurring on public land, and militia members have no real restrictions on their weaponry because of Arizona's loose gun laws.

The militia is an outgrowth of border watch groups that have been part of the immigration debate in Arizona. Patrols in the Arizona desert by Minutemen organizations brought national attention to illegal immigration in 2004 and 2005.

Such groups continue to operate in Arizona, and law enforcement officials generally don't take issue with them as long as they don't take matters into their own hands.

Border Patrol spokesman Omar Candelaria said the agency appreciates the extra eyes and ears but they would prefer actual law enforcement be left to professionals.

Former Minutemen leader Al Garza recently created the Patriot's Coalition, which uses scouts and search-and-rescue teams to alert the Border Patrol and provide first aid to illegal immigrants.

Depending on the availability of volunteers and the scouts' evidence of border crossers, patrols can vary from several times a week to once a month, Garza said. The operation is about 500 people, and includes a neighborhood watch program, legislative advisers and a horseback patrol, he said.

Technology, rather than manpower, is the focus of Glenn Spencer's American Border Patrol. The group is based at his ranch near the border. The five-man operation flies three small airplanes to ensure that the Border Patrol is present and visible along the international line.

Spencer also uses Internet-controlled cameras and works with a group called Border Invasion Pics, which posts photos of people they suspect are crossing illegally.

"Sitting out there with a bunch of volunteers looking for people is generally a tremendous waste of people and time," Spencer said. "And it's also dangerous."

Ready said he's planning patrols throughout the summer.

"If they don't want my people out there, then there's an easy way to send us home: Secure the border," he said. "We'll put our guns back on the shelf, and that'll be the end of that."

I'm not sure which Constitution he's referring to defending, since he's responsible for some of the most aggregious, fascist legislation I've ever seen. It must be the same Constitution that codified slavery he loves so much...he seems to have missed that there have been a few amendments and legal rulings to give the rest of us rights, since it was originally written for white propertied men like him. The "Founders original intent," remember, was to keep most of the rest of us subservient as sub-citizens. He definitely champions that!

For 10 years now, I have served the people at the state legislature. 8 years with the State House of Representatives and for the last 2 years as a Senator. Activists Chain Themselves to Arizona Capitol to Protest Russell Pearce's SB 1070

Nine activists protesting state Senator Russell Pearce's anti-immigrant bill SB 1070 chained and locked themselves to the doors of the Arizona Capitol today, forcing the Capitol Police to use bolt cutters to unchain the nine and arrest them for disorderly conduct.

As a demonstration of hundreds denouncing SB 1070 raged nearby on the state House lawn, the nine twenty somethings sat silent and stone-faced, waiting to be taken away. Some moved their lips in prayer, as reporters and activists crowded around them.

One activist separate from the group handed out a statement from the nine, calling for "massive and ongoing civil disobedience to be organized all over Arizona and the rest of the nation."

The press release further read, "A people can only remain oppressed for so long before they rise from the shadows, from the margins, from oblivion...We chain ourselves to the Arizona State Capitol because nothing else has worked."

Capitol Police Commander Andrew Staubitz told reporters that the nine would be transported to Maricopa County's Fourth Avenue Jail to be booked.

Asked why he didn't cite and release the nine, Staubitz said that they were told they would be arrested if they did not unchain themselves. When they did not comply, they were taken into custody.

The nine protesters were later marched out of the old Capitol building in handcuffs, singing "We Shall Overcome," and chanting, "Veto 1070," a reference to the anti-immigrant legislation now on Governor Jan Brewer's desk that would make it illegal to be in the state of Arizona without proof of citizenship or legal residency.

They were then loaded onto a black sheriff's department bus. Demonstrators met them outside, cheering them like heroes.

This list of their names was acquired from one of the lawyer's representing them, Antonio Bustamante: Faviola Augustin, Leilani Clark, Daisy Cruz, Gregorio Montes de Oca, Justine Garcia, Ernesto Lopez, Rubin Lucio Palomares, Jr., David Anthony Portugal, Jr., and Armando Rios.

Present for the rally outside was organizer/activist Alejandro Chavez, grandson of civil rights leader Cesar Chavez, who said the protest was very much in the spirit of his late grandfather. I asked him if he thought we would see more civil disobedience if Governor Brewer signs the bill or lets it become law without her signature.

"I do," he said. "The important thing is that we do it in a peaceful, nonviolent manner. It's important for people to listen. If there's violence, people shut off their ears. My grandfather said that nonviolence is our greatest strength. That's more important now than it's ever been before."

Illegal is not a race, it is a crime.  What disrespect you have for the law and for the damage to Americans.  This legislation simply takes the handcuffs off from law enforcement.   50% of homicides in Phoenix involve illegal aliens.  Enough is enough.

A Congressional report indicates that 9,000 Americans are killed every year by illegal aliens.  25 per day, 12 by stabbings and shootings and 13 by DUI and related crimes.  That is just collateral damage to the deceptive, treasonous, open border crowd.  Enough is enough. 

Today the only reasons our immigration laws are not enforced are Political, not a lack of Authority.

The last four (4) Propositions I placed on the ballot in '06 passed by an average of 75% of our citizens. 

In accordance with the Unanimous endorsement of a Resolution by the State Republican Party and the Maricopa County Republican Party at their annual organizational meetings with over 1400 PC's present in support of our citizens Constitutional right to have our laws enforced and recognizing the damage in cost in crime and dollars to Arizona citizens and taxpayers.  No more Catch & Release.  We the legal and lawful citizens demand the enforcement of our laws. 

"SUPPORT OUR LAW ENFORCEMENT AND SAFE NEIGHBORHOOD ACT" 

1. Illegal Sanctuary Policies: Eliminates ALL sanctuary cities in this state and allows legal citizens the right to sue their government for violating this law. 

2. Trespass: Makes entering or remaining in Arizona in violation of federal law a state crime and "allows" law enforcement to arrest them on trespass violation or just call ICE to take them and deport them. (law enforcement's choice).  This allows them to hold those that are being investigated for serious crimes and not have deported before the investigation is completed.

3. Day Laborer Enforcement:  Makes it illegal for an illegal alien to solicit work (day laborers) and makes a misdemeanor for anyone with a license to do business in Arizona to pick up any day laborer without filling out a employment application.  Combined while committing a criminal act, makes it a state crime to aid, harbor, conceal transport or attempt to aid, harbor, conceal or transport an illegal alien for work with a mandatory impoundment of their vehicle under 28-3511 for 30 days.  With a mandatory $1000 fine per illegal alien being transported.

Closing our borders is a must; however it must be coupled with interior enforcement. 

Attrition by enforcement. 

Strict enforcement.  It is time to renew our efforts to end ALL sanctuary policies in our states and our nation: Require officials to fully enforce federal immigration laws of the United States. NO MORE TAXPAYER BENEFITS OF ANY KIND, No Amnesty, No retreat, No surrender.  We will take back America one state at a time.   It starts here!!!!!

I cannot stand by and be a spectator to the death, maiming or damage to another police officer, citizen or taxpayer by an illegal alien because we refuse to enforce our laws and fail to put America and Americans First.

Simply enforce our laws and you will see less crime, lower taxes, smaller class sizes, shorter lines in our emergency rooms and reduce deaths, murders, maimings, drugs, home invasions, car jackings, kidnappings, jobs taken from Americans, reduced wages, an ultimately save the taxpayer billions of dollars. This is the “only” law we allow our elected officials to put conditions on before our police officers can do their job. The only criminals that get conditional protection from our elected and appointed officials that dictate under what circumstances an officer may ask.  In many cities it requires another crime and another victim before action can be taken.

Citizens have a constitutional right to expect the protection of federal laws which prohibit unauthorized activities by non-citizens and are denied equal protection by law enforcement, police departments or magistrates when they fail to enforce those laws.

As former Chief Deputy of Maricopa County Sheriff's Office, former Judge and now a lawmaker, I witnessed a day that I couldn’t imagine: Police chiefs throughout the Valley stood together and proclaimed their opposition to enforcing the law in complete Violation of their Oath of Office, just days after Phoenix Officer Erfle was murdered by an illegal alien.

 I sat ashen as I watched the news reports.  The chiefs of police, including Phoenix’s Harris, former Mesa’s Gascon, stood at a Press Conference and publicly refused to enforce the law. Less than a month after the brutal murder of officer Erfle at the hands of an illegal alien, they snub the opportunity to make necessary changes, all for the sake of political correctness.

 Rob Krentz,  Officer’s Figueroa, Erfle, Atkinson, Sitek, Eggle, Collins, Epling, Deputy’s Pearce & Argetsinger, Sgt. Tapia, Martin, Fass, Kirpnick, Schechterle, Gilbert mother killed, Jason Iraq veteran, Mother a "legal immigrant" killed, triple homicide, 3 illegals beat pregnant woman, 5 illegals kill principal, Feds arrest 2,100 violent criminal aliens, deputy in hit and run, Trooper Shot to Death, Day laborer killed girlfriend's baby, Muslim from Bosnia - Killed 5 in crowded shopping mall, Sniper, John Lee Malvo, required by law to be immediately deported. Instead, released Malvo and his cohort killed 10 people, two disabled teenage daughters raped Salvadoran street gang, Dep. March killed, Tricia Taylor lost both her legs, 10 year old Walter Valenzuela murdered, Kimberley Hope murdered, 5 year old Ana Cerna murdered, Joseph Crummy murdered, Amber Merkle only 8, killed, Vinessa, 23, brutally raped & murdered, and the list goes on.
9,000 Americans killed each year, 25 each day, 12 by stabbings and shootings, 13 by DUI and related crimes (Congressional Report; Drawing a Line in the Sand).
Study: 1 million sex crimes by illegals; More than 100 sex offenders crossing border daily Deborah Schurman-Kauflin: Based on a one-year in-depth study, a researcher estimates there are about 240,000 illegal immigrant sex offenders in the United States who have had an average of four victims each.

 Police officers have the inherent authority to uphold city, state and federal law (the law is clear and the courts have codified that authority and the Constitutional authority is clear). These officers witness the harm done to innocent Arizonans on a daily basis while their superiors instruct them to ignore their oath of office. Officers on the street have the legal authority, will and desire to enforce the law but the hierarchy stands against them, more interested in PC and harboring illegal aliens, rather than doing their job of protecting lawful citizens and that of “Public Safety”.

 The more than 800,000 state and local law enforcement officers in the United States constitute a vital force multiplier. Most importantly, state and local police officers represent a critical line of defense in the war against terrorism. In the six months before 9/11, there were four tragic missed opportunities to arrest the leaders and pilots of the 9/11 terrorists. Had the federal government acquired & disseminated information about basic civil immigration violations to local law enforcement through the NCIC system, several terrorists might have been arrested, and the 9/11 plot might have unraveled. The 4 ring leaders all had been stopped by law enforcement just prior to 9/11 and all in violation of immigration law. As George Santayana reminded us: “Progress, far from consisting in change, depends on retentiveness. . . . Those who cannot remember the past are condemned to repeat it.”

 While “We the People” debate the action or lack thereof from the federal government, our cities, neighborhoods, our streets have turned into war zones. Legions of illegal alien gangs fight for the right to smuggle drugs and people. An illegal alien pulled over by police for a traffic offense has no worries about facing anything more than a small fine, many of our Chiefs prefer to wait until they kill someone of commit a serious felony. A congressional Homeland Security Committee report estimates that illegals kill over 9,000 Americans a year; annually they kill twice the number of Americans than the brave soldiers who have lost their lives in Iraq to date.

Many of these have prior contacts or arrests and still remain in the U.S. Enough is enough. Had our laws been enforced 9-11 probably would have been averted.  4 of the 5 pilots and main conspirators in the 9-11 terrorist attack had contact with law enforcement and were released, all in violation of our immigration laws.

After years of witnessing the increase in crime, it is inexcusable for our Valley’s police chiefs to maintain their sanctuary policies. We can not stand by and tolerate them putting the rights of non-citizens above citizens.

 Every day the cost of ignoring the border increases tax fraud, identity theft, and property crimes, a burden on Arizona residents; billions to educate, medicate and incarcerate; but the irreversible cost of violent crimes can not be endured any more.

 Police chiefs in this state are more interested in putting handcuffs on their officers than illegal aliens.

Arizonans have spoken loudly and yet they refuse to listen:

 In '04 I put a Citizens Initiative on the ballot, requiring proof of citizenship & ID at the polls to vote (a terrible blow to ACORN in their registration drives), and denying public benefits to illegal aliens; in '06 I put 4 Referendums on the ballot, and in Nov. by a 75% average citizens passed Propositions 100, denying bail to illegals who commit serious felonies; 102, denying punitive damages to illegals; 103, making English Arizona's Official Language; and 300, denying public benefits to those in our country illegally.

We also passed at the legislature the toughest Worksite Enforcement bill in the nation, "The Fair and Legal Employment Act".

I am not sure what part of "illegal" they don't understand, but finally the citizens are standing up and demanding we tackle the problem of illegal immigration. Let's take the handcuffs off from our police officers; Arizona will finally be able to give away its title as a crime capital of the United States.

By allowing our cops on the beat to do their jobs, they could be responsible for the one of the largest crime reduction programs in state history.

Those that refuse to follow their constitutional duty or live up to their oath of office should be forced to step aside and make way for honest, hard-working law enforcement officers that know their job and cost of not doing it. Your Mayor and City Council would have to do their job first.

 If we must, let’s take it to the voters by initiative in states that have a citizen’s initiative process. I trust the voters to have the final say.

Resolution to Enforce Our Immigration laws and Secure Our Border:

Whereas, The Arizona Republican Party recognizes, “If it be asked, what is the most sacred duty and the greatest source of our security in a Republic? The answer would be an inviolable respect for the Constitution and Laws” — Alexander Hamilton.

Therefore, be it resolved by the Arizona Republican Party of the State of Arizona:

1. Establishes that there is a significant public interest in the effective enforcement of immigration law & the states are bound by the Supremacy Clause of the United ‘States Constitution to enforce violations of the federal immigration laws:

2. The illegal alien invasion has a corresponding increase in violent crimes, gangs, threat to public health, billions in cost to the taxpayer, jobs taken from Americans; and

3. Demands the elimination of all sanctuary policies in the state of Arizona and require the enforcement of our immigration laws & require law enforcement to turn over to federal authorities for removal from the United States all illegal aliens & where necessary tried and punished for criminal activity before removal.

4. Require state officials to take action that would secure the Arizona – Mexico border including putting the National Guard in a primary role on the border.

5. That all agencies and employers ensure compliance with all federal and state laws and regulations related to the immigration status of all employees.

Opposed to these rationalizations are the facts: (Gilbert Office after arresting an illegal alien on a traffic stop found him to be wanted on a homicide warrant, yet he had his Matricular card)

•     We spend about $1 billion annually in K-12 on illegal aliens
•     Arizona #2 in the World in kidnappings

·         Illegal alien abuse of our medical facilities has forced many to close

·         Illegal aliens use our deserts to dump their non-degradable garbage

·         Through increases in taxation, our representatives are stealing our property in order to redistribute our wealth to illegal aliens.

·         In the U.S., 26 citizens a day are killed by the actions of illegal aliens

·         Services we are required to provide to illegals are bankrupting our states and lowering our quality of life and quality of education

·         Tucson public schools use race based ethnic study courses to denigrate the U.S., inculcating loyalty to Mexico

·         Abetting illegals enables the culture of corruption they bring to grow: Kidnapping, ID theft, drug wars, murder, vehicular manslaughter, gangs, graffiti, drop houses, hostage taking, blackmail, rape and death during transport of illegals, home invasions

·         voting for sanctuary cities allows potential terrorists, who are illegals, to walk our streets with impunity (4 of the 5 leaders and pilots of the 9-11 terrorist were stopped by law enforcement and released and were in violation of our immigration laws.  Had they been arrested 9-11 would have been averted.
